Becoming a Party to the MRA
It is mandatory for Suppliers and Distribution Businesses within the Electricity Industry to accede to the MRA in order to fulfil their licence obligations.

Only organisations that have applied for, or been granted, an Electricity Supply or Distribution Licence can become a Party to the MRA. Upon receipt of the completed Application form, the party will be sent a Confidentiality Agreement and Accession Agreement for them to sign and return. Upon receipt of these signed Agreements, a paper will be presented to the MRA Executive Committee (MEC) to make a decision. If approved, the new Party will be given copies of the Accession Agreement and Confidentiality Agreement signed by the MEC Chairman.
MRA Entry Assessment
Any party that wishes to operate in the live market as an electricity supply or distribution business is required by the MRA to demonstrate their ability to comply with its applicable obligations. These include procedural and non-procedural requirements such as metering point registration and message content respectively, as defined in the MRA and its subsidiary documents.
The MRA includes a Market Entry approval process based on an independent assessment and audit service. This provides both the new entrant and the existing market with the necessary assurances on compliance and interoperability, and is provided under the general funding provisions of the MRA at no cost to the new entrant.
