GDEG Update: July 2018

GDEG met on 12th July 2018 and discussed the following topics:

GDPR Update of the GDAA and MRA

IREG discussed that the new drafting of the GDAA and the MRA relating to GDPR was with the Lawyers and awaiting feedback.

MIF 260 – The Green Deal Complaints and Plan Write Off Process

GDEG identified that it would be useful for Suppliers to be sent through a list of Open and Closed complaints from Finance Companies, (if a complaint was closed, should note what had been agreed with the customer). GDEG agreed that this process should be used for all complaints relating to Green Deal.

GIF 0035 – Incorrect MPANs for Green Deal Plans

GDEG noted that the root cause for this issue was the Green Deal Provider proving the wrong MPAN when the plan was set up. GDEG highlighted that the current process was to cancel the plan with the incorrect MPAN, restart the plan with the correct data, then start billing the correct customer from the date of when the new and correct plan had started. GDEG agreed that this was the best course of action to take as they were all historic instances. GDEG agreed to close this GIF .

GIF 0036 – GDCC Removal of old ‘new and pending’ plans on behalf of Green Deal Providers.

GDEG noted that there was currently no process in place to allow Providers to cancel the historic outstanding plans at New or Pending status on the GDCC. GDEG agreed that a new clause needed to be added in the GDAA, as until then Providers had no easy way of cancelling the plans affected. GDEG agreed that a GDAA Change Proposal should be raised. GDEG noted that GDCC CAS would need to investigate separately what options the GDCC could do technically to cancel the plans affected.

GDCC Outage

GDEG discussed the recent problems with the GDCC not being able to connect to the England and Wales Non-Domestic Register for over a week. It was noted that a fix had been implemented and now the GDCC skips connecting to this Register. GDEG noted that during the outage, all Data Flows sent in were stacked and have been processed since the GDCC was back up and running.

IREG Update: July 2018

IREG met on 11th July 2018 and discussed the following MRA Issue Forms (MIFs):

MIF219 – Full Review of Working Practice Product Set

IREG agreed that all the Change Proposals (CPs) that had been proposed should be submitted, on condition that minor updates, identified during the meeting, have been incorporated. These CPs covered:

Working Practice (WP) 21 – Provision of Metering Point Changes to Agents;
WP 77 – Identification of New Agent on flow D0170;
WP 100 – Termination/Cancellation Dates on Agents appointment;
WP 34 – Termination of New Supplier Agents during the Objection Process; and
WP 33 – Providing Customer Details to the Distributor during Registration.

The next Working Practices to be reviewed are:

WP 9 – Related Metering Points;
WP104 – Population of D0086 for Non-Settlement Registers; and
WP119 – Change of Supplier with shortened registration.

IREG agreed to consider the prioritisation of the Working Practices still to be reviewed in more detail at the next IREG meeting in August 2018, in light of the proximity of the Retail Energy Code.

MIF248 – Plot Addresses

IREG were notified that the report had been re-run and the new instances are due to be issued to Parties by 13th July 2018. Analysis can be done and information fed back to the IREG Secretary by 31st July 2018 to be included in the progress report to Ofgem, which will be issued at the beginning of August 2018. IREG requested that a count of new Meter Point Administration Numbers (MPANs) be provided.

MIF258 – Near Time Improvements to Electricity Meter Technical Details (MTD)

It was noted that the request for funding for MTD comparison reports and improvements to D0312 reporting was due to be sent to MRASCo Board imminently. High level guidance will be prepared for parties if funding is approved, and once confirmation of the delivery timescales are known, will be sent to IREG members.

MIF259 – Update Contact Types and their mandatory status

IREG identified the action to amend each contact type following review of the responses to the Request for Information. Some contact types will be removed, some will be updated to Mandatory or Optional and some changes will be progressed to the MRA products. There will also be functionality updates requested to Industry Contacts Database.

MIF263 – Impact of Data Communications Company (DCC) Enrolment and Adoption on Register Mapping

IREG discussed the proposed drafting for Annex C changes, following minor updates that were identified, this CP should be submitted to the MRA Development Board (MDB).

MIF268 – Improving the Faults process

ELEXON introduced this MIF which seeks to update MRA products in line with changes identified to the BSC Procedures (BSCPs) to improve the fault investigation process. IREG provided feedback on the suggested solution and requested that the BSCP changes were provided against the MRA changes to provide an assessment. It was agreed that the solution would be best implemented for Half Hourly first and then consideration could be given to whether it works for Non-Half Hourly (NHH).

MIF269 – Impact of SECMP0006

IREG discussed the impact of SECMP0006 which introduces rules for the number of digits that can be displayed on a meter. As the impact was not fully understood IREG recommended that the Proposer draft a Solution Pre-assessment Form, to allow all parties to consider and feedback on the potential impacts and options for solutions.

MIF270 – Creation of a Valid set for CT ratio and VT ratio

ELEXON presented this MIF which seeks to introduce a set of valid values to be used in the Data Items J0454 (CT Ratio) and J0455 (VT Ratio). Two options were suggested, a national level list and a list per Distributor Short Code. Questions were raised regarding private networks, who would access the data and who would be responsible for obtaining the ratios in certain scenarios. ELEXON agreed to consider the questions and draft a CP.

ECOES User Requirements Specification (URS)

IREG reviewed the changes to the URS and following discussions it was agreed that the changes would be re-written to be clearer and more consistent with the rest of the document.

DTC CP 3536 – Amendment to descriptions in the J0483 Data Item

This CP has been approved for implementation in November 2018 however an update is also required to Annex C, to keep it aligned with the data item changes. IREG recommended this CP is submitted for consideration by MDB in July 2018.

MEC Update: June 2018

MEC last met on 26th June 2018 please see below for the following updates:

  • Received an update from Ofgem regarding the Retail Energy Code (REC) Governance. This included:
    REC v1.0 is currently being consulted on (May – June 2018); and
    The draft of the REC v2.0 is due to be completed by September 2018. October 2018 to March 2019 will see the consequential changes to existing codes to be progressed through the Significant Code Review (SCR).
  • Heard a switching reform update and noted the details regarding the REC v1.0 consultation.
  • Agreed the Consolidate Outcome Report for one new Supplier.
  • Heard a summary of the Erroneous Transfers Working Group Closure Report and agreed for
    this group to be formally closed.
  • Agreed that there had been no change in the licencing arrangements in relation to the
    Ordnance Survey Costs for the Property Reference Number (UPRN) data.
  • Agreed to cancel the proposed GDAA and MRA merger workshop scheduled for Monday 2nd
    July in line with views from the GDAA Panel.
