Issue Resolution Expert Group (IREG) Update May 2017

IREG met on 10th May 2017 and discussed the following:

MIF215 – Metering Commission Flow

Elexon provided an update on the development of the metering commissioning data flows. The update included:

  • A notice that the MIF has been updated to better reflect the issue and solutions under development.
  • A draft data flow was developed at the last P283 workgroup, to be sent from the Distribution Network Operator (DNO) to the Meter Operator (MOP). The data flow will provide the MOP with details of the DNO commissioned measurement transformers and feeders. Two options are being considered for how the measurement transformer ratio information would be populated.

Elexon will be holding two more P283 workgroups. and will continue to update IREG.

MIF218 – Accuracy of Industry Contacts database

Gemserv updated IREG with the progress of resolving functional issues with the database and the data cleanse exercise. Gemserv aim to complete all activities by the end of June.

MIF220 – ECOES letter production for MPAS Agents and DNOs

IREG reviewed the responses to a request for information(RFI). The RFI sought DNO and Independent DNO (IDNO) feedback, to determine if the letters serve a purpose and how long the letters should be retained if at all. The responses showed there was still some support for retaining the letters. However, it was not clear what the rationale was for retaining them. Clarity on the rationale will be sought from the respondents.

MIF222 – Amending J1824 – Asset Condition Code

MIF222 seeks to update the valid set of Asset Condition Codes. Following discussion around certain code naming conventions and noting the Proposers desire to have these changes implemented in February 2018 this will proceed to Change Proposal.

MIF223 – DTC changes to facilitate P348 and P349

Elexon presented an overview of the two changes to the DTC to facilitate Balancing and Settlement Code (BSC) and Connection and Use of System Code (CUSC) modifications. IREG noted that Ofgem has previously indicated a preferred option, which will not require the DTC changes. However, there is no certainty on which CUSC and associated BSC modification will get approved. As such, it was deemed necessary to progress with the potential DTC changes to give MRA parties early visibility in case of the need for implementation in February 2018.

MIF224 – MAP 14 manual allocation issues

MIF224 seeks to resolve issues for Pre-Payment Meter Infrastructure Providers (PPMIPs) in the allocation of money as part of manual allocation processes, where the recipient is not a recognised key meter Supplier and/or the amount to allocate is less than costs to do so. A MAP CP will be raised to deal with each issue separately. The Pre-Payment Metering Forum (PPMF) will be consulted on the small value allocation issue ahead of that CP being raised.

Joint IREG and SPAA Expert Group Update

IREG and SEG met in a joint meeting on 10th May 2017. Representatives from BEIS, OFGEM and Citizens Advice were also present and discussed the following:

MIF217 – Balance Agreement and Transfer for Smart (BATS)

The Proposer presented revisions to the process following the last meeting, including draft Data Flows for both the MRA and SPAA solutions. The group suggested that the Proposer consider presenting scenarios, along with the baseline processes, so that the group can determine if the solution is fit for purpose. A follow-on meeting will be scheduled to review the scenarios.
