IREG Update December 2020

IREG met on the 9th December 2020 and discussed the following MRA Issue Forms (MIFs) and Electricity Central Online Enquiry Service (ECOES) changes.

MIF 322 – ‘Automating Communications with the Secure Data Exchange Process (SDEP)’

IREG noted that the MRA Executive Committee (MEC) had approved the design phase for MIF322 at its November 2020 meeting, and that the developers were currently finalising the design documentation. Gemserv advised that once the design documentation has been made available and reviewed internally, it would be shared with Parties and their technical teams, and that industry workshops would be arranged for January 2021.

Open SDEP MIFs and Issues Update:

MIF331 – ‘SDEP User Reporting’

IREG noted that the improvements agreed for the existing reports, as well as the additional report proposed, had been sent to the ECOES Technical Service Provider (TSP) for Impact Assessment (IA) and that a further update would be provided to IREG once the IA has been returned.

MIF332 – ‘Changes to Message Ownership in Secure Data Exchange Portal (SDEP)’

IREG noted that the MRA Service Company (MRASCo) Board had approved the costs for developing the solution and that the ECOES TSP had been instructed to incorporate the changes in line for the February 2021 release.

MIF336 – ‘Secure Data Exchange Portal (SDEP) Central Switching Service (CSS) Data Cleansing Use Case’

IREG were informed that MEC had approved the Change Request and agreed for MIF336 to be closed.

Implementation/Transition issues with the SDEP

IREG were informed that the changes discussed at the November 2020 IREG meeting were currently being impact assessed by the ECOES TSP.

IREG noted that a further update on all of the open MIFs and Issues would be provided at the January 2021 IREG meeting

MIF320 – ‘Review of the Unallocated Transactions Process’

IREG noted that MIF320 was being progressed as MAP CP 0339 ‘Changes to MAP 14 to incorporate a procedure for working Unallocated Transactions’ as Ofgem had approved for it to be processed as a standard change proposal. A 30 Working Day Impact Assessment period was agreed by MRA Development Board at its November 2020 meeting, and MAP CP 0339 is expected to return to MDB for vote at its meeting scheduled for 26th  January 2021.  IREG agreed to close MIF320.

MIF334 – ‘Identifying Additional Electricity Smart Meters (ESME) and Standalone Auxiliary Proportional Controllers (SAPCs)

The Proposer was not present at the meeting, therefore IREG could not discuss next steps and therefore agreed to put MIF334 on hold until a way forward could be identified by the Proposer.

MIF335 – ‘MSN History Details available on ECOES’

IREG were informed that MIF 335 was with the ECOES TSP for IA and would be presented to MEC and MRASCo Board for the approval of funds at its next meeting to be held on 15th December 2020.

Full Review of ECOES Data Permissions

IREG were presented with the final proposed amendments to the current data access on ECOES, based on the feedback previously provided by industry.  IREG discussed  the additions to be made and agreed for these to be progressed for implementation.

The next IREG meeting will take place on Wednesday 13th January 2021.
