IREG Update February 2020

IREG met on the 12th February 2020 and discussed the following MRA Issue Forms (MIFs) and Electricity Central Online Enquiry Service (ECOES) changes.

MIF219 – Full review of the Working Practice Product Set (WPPS)

IREG received an update on the progress of the review. IREG noted the further analysis carried out on the remaining Working Practices (WPs). IREG noted the draft Change Proposal (CP) for the removal of WP124 from the WPPS and agreed that the CP could be progressed to the February 2020 MDB meeting.

MIF288 – Industry Contacts Database

IREG were advised that the new database was live on the MRASCo website and members were invited to highlight any concerns or problems. There were no reported issues and the MIF was closed.

MIF296 – Review of the Non-Domestic Customer Access to ECOES

IREG were provided with an update from the January MRASCo Executive Committee (MEC) meeting. It was advised that MEC had agreed for all Non-Domestic Customer (NDC) ECOES Users to have their access terminated if they had not logged on within 90 days in line with General Data Protection Regulation (GDPR). It was highlighted that further investigations since the MEC decision had been undertaken which had identified that NDC Master Administration Users (MAUs) had the same functionality as standard ECOES MAUs in that they could create and manage user accounts within their organisations. It was advised that this situation posed a potential issue whereby a MAU for a company may have their access removed which would leave normal NDC ECOES Users which had logged in effectively stranded without a MAU.

The group discussed ways in which to notify the NDC users that they would be losing their ECOES access. It was agreed that CAS would send an email to all NDC ECOES users advising of the MEC decision and that if their account was not logged in to their access would be removed. For MAU’s they would be advised that their accounts would be locked for 90 days with a message advising them to contact the Central Administration Service (CAS) to have their account unlocked. If there was no contact after 90 days, then the accounts would be deleted. IREG were advised that the Proposer and Gemserv would be working together ex-committee to develop a long-term solution to the issue which would be presented at the March 2020 IREG meeting.

MIF305 – Change Management for MPAS Validation Procedures

IREG discussed the ability for Distribution Businesses to issue the MPAS Validation Rules to Industry to carry out an Impact Assessment. The group discussed how this would be possible and the intricacies of potential solutions. It was agreed that the matter would be raised with Ofgem and ELEXON to identify the best way to progress with a solution. IREG noted that an update would be provided at the next meeting.

MIF306 – MAP08 – Missing/Disputed Read Process Issues

IREG were advised that the MRASCo Board had agreed funding for the MAP08 Industry Training and that Gemserv along with the Proposer and another Supplier would be developing the session ex committee.

MIF 307 – Incorrect Designation for Domestic Elective Half Hourly MPANs in ECOES

IREG noted the table of Profile Class ad Measurement Class combinations which populate the Domestic/Non-Domestic Indicator on ECOES. IREG agreed that the Measurement Class F should be amended to display the Domestic Icon as opposed to the Non-Domestic Indicator. It was advised that several the combinations of Measurement Class and Profile Class were incorrectly displaying indicators. The group discussed other Icons which could be displayed to advise ECOES Users that the combination on the MPAN was incorrect. An advisor highlighted that a new indicator would require a change to the ECOES URS which in turn would be subject to Ofgem’s SCR and a Switching Programme Change Request. It was agreed that a change to the URS would not be the best way to progress. IREG agreed to investigate options for removing the indicator from these scenarios which would not require a change to the ECOES URS.

MIF308 – Prepayment Clearance Volumes

IREG noted the statistics provided in the papers on the MSN Count and Clearance rates and agreed that the June 2020 change to the D0312 Data Flow had not had an impact on the volume of Unallocated Transactions. The group discussed the wider issues and solutions. It was agreed that there would be an investigation by Gemserv as to how best to progress the situation and raise the problem to MDB.

MIF309 – Related MPAN Objection

IREG were presented with an update from the January 2020 MEC and MRASC’o Board meetings, whereby funding for the reporting request was made, noting that they had been approved. An Advisor highlighted that they were working to build the report and that a further update would be given at the next meeting.

Safeguarding Customer Work Group Update

IREG were advised that the Safeguarding Customer Work Group (SCWG) were continuing to meet with the last meeting taking place on the 6th February 2020. It was advised that a Technical Service Provider (TSP) had been appointed for the provision of a mapping tool for Distribution Businesses to identify the relevant Water companies.

A meeting had taken place with the TSP who had confirmed that they were obtaining all the information required from the Water sector in respect of the postcodes those water companies were serving. Their proposal was to reach out to Water UK to obtain this information. IREG noted that the TSP were also providing a service to the Water sector to be able to populate the MPAN on the D0225 Data Flow. IREG were informed that the TSP had asked whom they needed to approach in order to gain appropriate access to ECOES so they can use this data set in the design and build of this application. Still currently awaiting confirmation that the Water Sector will be ready to go live from 1st April 2020.

Secure Data Exchange Portal (SDEP) URS

IREG noted the updated SDEP URS based on the comments from IREG at the January 2020 meeting. IREG were informed that the SDEP TSP had incorporated escalations into the general query SDEP Use Case. It was highlighted that this was not a governed process by the MAP and IREG were asked if they would like to remove the functionality. IREG agreed that the general query escalation would be removed from the SDEP. It was advised that the MSN bespoke Data Item had been omitted from the Misdirected Payments Use Case, and an Adviser agreed to rectify this.


The next IREG meeting is scheduled to take place on 11th March 2020.
