GDEG Update May 2018

Green Deal Expert Group (GDEG) met on 10th May 2018 and discussed the following topics MRA Issue Forms (MIF), Green Deal Issue Forms (GIF) and Data Transfer Catalogue (DTC) Change Proposals (CPs):

MIF 260 – The Green Deal Complaints and Plan Write Off Process

GDEG agreed to aid the development to improve visibility for Green Deal Licensees in knowing when a Green Deal complaints has been received by Green Deal Providers or Finance Parties as it would help aid customer experience in all parties knowing a complaint has been raised. Green Deal Arrangement Agreement (GDAA) Finance parties and Providers agreed to investigate how to share the required information regarding the complaint with the Green Deal Licensee. With General Data Protection Regulations (GDPR) being implemented, need to find a suitable way to pass the customers information on.

GIF 0034 (New for Opening and Closing Statements)

GDEG noted that the revised wording developed had been sent on to Parties to provide feedback.

GIF 0035 – MPANS for Green Deal Plans

GDEG discussed GIF 0035 and the ways to resolve the issue. GDEG agreed that the current resolution being used (Cancelling the Green Deal plan with the incorrect Meter Point Administration Number (MPAN) and re-starting with a new plan and the correct MPAN) was the best way to resolve the issue, however more investigation was required to understand why the incorrect MPAN was set up.

DTC CP 3538 (Replace existing flow notes for Green Deal flows with reference to the GDCC Operational Procedures)

GDEG considered DTC CP 3538 and to help aid this process, it was agreed that the Green Deal Operational Procedures should be more visible on the MRASCo website to help all parties.

Green Deal Expert Group (GDEG) March 2017 Update

GDEG met on 9th March 2017 and discussed the following:

GDEG Terms of Reference

GDEG noted the new Terms of Reference for the joint GDEG and Panel Technical Sub-Committee (PTSC). The joint meeting followed a request from the Green Deal Arrangements Agreement (GDAA) Panel and was approved by MEC.

Un-progressed plans due to unsigned Access Agreements

GDEG noted several parties had not resigned GDCC Access Agreements. These parties have had their access to the GDCC withdrawn. The group noted that this leaves a number of Green Deal Plan at various status’s which cannot be progressed due to the fact there is no “Provider of Last Resort” under the Green Deal Arrangements. The group agreed to review the various positions to clarify each position to enable further discussions to be had. GDEG also noted that although plans may have been re-assigned to GDFC under the GDAA, Green Deal Providers are still the legal entity. Any of those parties who are in administration should had a liquidator appointed to deal with any obligations.

Outstanding Green Deal Issues Forms (GIF’s)

GIF0025 – Early Repayment Outstanding Considerations

The group believed that this issue has been discussed at length at GDAA Panel. GDEG recommended to propose to close the GIF.

GIF0026 – Arrears and Dunning Process Issues

The group felt that this should be closed off but clarity needs to be obtained from the raiser as to whether they believe all issues have been covered off.

GIF0029 – Green Deal Plan Application Process Improvements

GDEG noted that a change is currently in train for to the GDAA however it may be required for any subsequent amendments. GDEG recommended that it would be useful to check with the raiser as to whether they want to close it off or not.


GDFC discussed a number of Requests for Information (RFI’s) which they believe would help the end to end processes and enable themselves to process data and interactions more swiftly. GDEG noted that changes to the GDAA and MRA would be required as the obligations are to send Data Flows via the Data Transfer Network. GDEG discussed whether system errors were the main cause for delay or whether this was caused by avoidable human errors. GDEG noted that any changes proposed their preference would be to avoid updating Data Flow information as that would impact all parties not just GDFC.

Joint Issue Tracker

GDEG reviewed the Joint Issue Tracker, which will be used to track MRA Issue Forms (MIFs) and GIFs and which will be used in meetings and papers. The tracker will be updated after GDEG and GDAA Panel feedback and the excel version will be placed on Huddle.


Next Meeting

GDEG will next meet on 11th May 2017.

Green Deal Expert Group (GDEG) July 2015 Update

The service availability for GDCC during July has been 100%.

There has been a 7.84% increase in Green Deal Plans compared with last month.

Of the initial D0322 flows (GD Provider Update to Charging Information) received to the GDCC that have passed validation, 100% were processed successfully on time.

Green Deal Expert Group (GDEG) June 2015 Update

The GDCC Operator will now be charging a Rectification Fee for requests made to GDCC CAS to amend GDCC Data. In accordance with Clause 9.2 of the GDCC Access Agreement v2.0, this Data Rectification fee will not exceed £200 per request to amend data. Please note that notification of the charge will be made to parties before the
request is processed.


GDCC Release 09.0 is due to be implemented on 5th November 2015. There are currently three changes proposed for inclusion in Release.


A GDCC Training Day was held on the 1st July 2015. The training included an introduction to the MRA and GDCC, as well as an interactive session on interpreting data flows.


The next GDEG meeting will be held on the 7th July 2015.

MEC have agreed to
reschedule the
implementation of
GDCC Release R09.0 to
5th November 2015, as
no changes were
identified as being
required for implementation
on 26th June 2015.
A GDCC Training Day,
open to all MRA parties,
will be held on the 1st
July 2015. The training will
include an introduction
to the purpose of the
GDCC and a brief
overview of the MRA, as
well as an interactive
session on interpreting
Data Flows.
