IREG Update January 2021

IREG met on the 13th January 2021 and discussed the following MRA Issue Forms (MIFs) and Electricity Central Online Enquiry Service (ECOES) changes.

MIF 322 – ‘Automating Communications with the Secure Data Exchange Process (SDEP)’

IREG were updated that the draft design document had been returned by the SDEP Technical Service Provider (TSP) and would be shared with parties for review ahead of a technical workshop meeting which was currently scheduled for 27th January 2021. Industry parties would be informed as soon as arrangements were finalised.

Open SDEP MIFs and Issues Update:

MIF331 – ‘SDEP User Reporting’

IREG noted that the Impact Assessment was still with the Technical Service Provider (TSP) after Gemserv had provided them with further information. An update would be provided once the IA has been returned.

Implementation/Transition issues with the SDEP

IREG were informed that the log of issues was currently with the ECOES TSP for consideration and that an update would be provided once the IA had been returned.

MIF335 – MSN History Details available on ECOES

IREG noted that the MRA Executive Committee (MEC) and MRASCo Board had approved the funding for MIF335 and that the change would be incorporated in the February 2021 Release. IREG agreed to close MIF335.

MIF337 – ‘Inserting an Import/Export MPAN indicator in the ECOES API’

IREG were introduced to MIF337 which seeks to insert an import/export indicator into the ECOES API for clearer identification of the Meter Point Administration Number (MPAN) types.

IREG discussed a two -part solution, agreeing that a Change Request should be raised to address part one – to insert the indicator in the ECOES API to address the first part under the MRA. IREG recommended that part two – to update the MPAS/ECOES interface to include the Data Item held in MPAS into the Data Flow to replace the derived indicator in the GUI and API, should be addressed after Central Switching Service (CSS) go-live under the Retail Energy Code (REC). IREG agreed to close MIF337.

MIF338 – ‘Related MPAN Definition’

IREG discussed MIF338 which was raised following discussions held at the Data Working Group (DWG), where parties reported being unclear on the existing method for identifying if MPANs are related or not.

IREG discussed the options for making the Related MPAN guidance clearer for industry to follow, noting that an existing guidance document produced by Energy UK, should be reviewed by the DWG as an interim measure and until the guidance currently under consultation for the REC could be shared. It was noted that the DWG would be updated on the IREG discussions at its January 2021 meeting, and that a further update on the outcomes would be provided to IREG at its February 2021 meeting.

SPF109 – New BSC Data Flow for P375 

IREG reviewed SPF109 which seeks to introduce a new DTC Data Flow for the Half Hourly Data Collectors (HHDC) to send to Settlement Volume Allocation Agent (SVAA) to be used in Settlement. It was noted that the new Data Flows would not impact Suppliers or Distributers, as the Data Flows were only being re-purposed for HH and Meter Operation, however there could be some impact for Meter Operators (MOPs).

IREG noted the update and acknowledged that the next steps would be for the MRA Development Board (MDB) to discuss the proposal further and for the P375 Expert Group to report back to IREG if a future solution were required for development.
